What happened in 1945?
In 1945 the formation of the Houston Police Officer's Association was formed. The HPOA was initially organized to combat the low morale among police, its organizers also hoped to counteract the unfavorable publicity received by the department
How did WWII veterans impact the HPOA?
An increasing number of recruits were military veterans who looked upon police service as a career rather than a temporary occupation. The stated objected of the HPOA was to present "a united front in combating unfair actions against individuals or the department as a whole" and to present "to the publicÉ the true actions, aims and purposes of the Houston Police Department."
