HIGHLIGHTS OF PROPOSED MEET & CONFER AGREEMENT
March 9, 2011
This document is only intended as an overview of the major improvements to the Meet and Confer Agreement. We would suggest that you read the document for a fuller understanding of the terms, conditions and obligations.
RETENTION of CURRENT BENEFITS

BASE PAY INCREASES
ARTICLE 33; Salary, Pay, and Benefits
EXHIBIT A
Base pay increases will begin the first full pay period in June of each year of the agreement.
*If the City does not meet the minimum hiring objectives as outlined in Article 53, the Percent of Contingency Increase will be paid in addition to the Percent of Increase.

PATROL OFFICER INCENTIVE PAY
ARTICLE 33; Section 14
This incentive pay is intended for uniformed Officers and Sergeants in the patrol call for service loop whose;
- Primary responsibility is responding to calls for service
- Routinely in marked police cars or on foot, and
- Are listed on the Computer Aided Dispatch (CAD) as available for dispatch
This incentive pay will be effective and paid beginning the first full pay period in July 2013.

NO VALUE LEAVE (NVL) UTILIZED IN PHASE DOWN
ARTICLE 44; Section 12(A)
All officers who currently carry a time bank defined, as No Value Leave (NVL) will after the ratification of this Agreement, be entitled to utilize a certain number of their total NVL hours in Phase Down as specified in the table below;

FIELD TRAINING (FTO)/MENTORING PAY
ARTICLE 33; Section 5(B)
Pay will begin for all Field Training Officers and Field Training Sergeants currently assigned to those functions after ratification of this Agreement. THIS PAY WILL NOT START AND STOP
FTO/FTS are presumed to be continuously training or mentoring unless the department specifically notifies them otherwise.
The department will determine mentoring guidelines and responsibilities for entitlement to this pay until such time the LRC develops and establishes the mentoring criteria.
EXEMPT EMPLOYEE ADDITIONAL COMPENSATION TIME
ARTICLE 35; Section 3
The City will authorize (their discretion) Exempt Time Compensation or Exempt Time Credit (ETC) for Lieutenants and Captains for all hours worked in excess of the regular duty hours on a daily basis.
Lieutenants and Captains will perform all required training and qualifications while on duty.
CONVALESCENT OFFICER LEAVE POOL (COLP)
ARTICLE 39
The City agrees to establish a convalescent leave pool with an initial balance of 5000 hours.
- This pool will be replenished with donated time that would be lost as a result of officers exceeding the number of hours that may be accumulated and carried forward in a benefit year.
Hours in the convalescent leave pool are not tied to the rate of pay of the officer donating such time. <More>
