The HPOU Board of Directors is proceeding with their intent to file a formal contract grievance against the city over their unilateral decision to stop Field Training Officer (FTO's) special pay for officers in the program. The HPOU's position is the city does not have the authority to simply violate the contract because they want to save money buy making the decision to cut the pay of some FTO's who are still active in the program while not cutting the pay of others in the same position. The greatest concern by the HPOU board is the city, if left unchallenged would use their decision to later cut special assignment pays of other officers who receive bi-lingual or hazardous duty pay during any off-duty or other period the officer is not actually employing the skill. Therefore, the HPOU will press the matter further through the contract grievance process in order to protect officers' contract rights.
