In a press conference held on Thursday July 13, 2006 Mark Clark, Executive Director of the Houston Police Officers’ Union, released the results of the Management Competency Survey. The room was packed with local media, HPOU board members, representatives from the command staff, and Councilmember Michael Berry.

The room was packed with local media, HPOU board members, representatives from the command staff, and Councilmember Michael Berry.
As expected, the results were not favorable to Chief Hurt or his command staff. With nearly 50% of the officers responding including 18 Captains, 95 Lieutenants, and 417 Sergeants; his score came in at a dismal 2.12.
If you looked the results as a grade point average with 5.0 being the best and 1.0 the worst, the 2.12 speaks for itself.
